Neon pink rash on upper back?

My sister woke up today and found a bright pink rash on her upper back. It has an odd color; it honestly looks like someone drew on her with a neon pink highlighter. It looks patchy and covers about half of her upper back, but there are no bumps and she says it doesn't hurt or itch. We're just confused as to what this might be.
