I need help with what I should do in this situation. Help?

I am a 62 year old male (using my wifes email). Today I was walking to my mailbox at 6:40 AM and I received some mail, when I was walking back to my house after that, I see a naked boy (about 14-16 years old) walking out of my neighbors driveway covering his crotch with a black shirt wearing a hat and sunglasses with long skater hair. I was eyeballing him because I was shocked that he was naked, as I was watching him he gives the peace sign to me while crossing the street to get to the sidewalk. I haven't had a problem with my neighbors, and he was covering his crotch and I didn't see his butt, although he was clearly naked... so I don't think it's indecent exposure. I don't know if I should do anything because he is a teen, and he can be enjoying life. I am just a little shocked seeing my neighbors teenage son naked, what do you think I should do? Nothing or something, and if so what should it be? Also, what would you do?
