Open accountability.?

Here in the U.K. we have moved from central budgetary control to school managed funding. My question is how do we access financial details of individual schools, my fear is that value added is not top priority, but the tcic [ thank christ i'm covered] attitude still prevails. Will accounts be published and how can they be accessed?
