Writing an anonymous letter to my wasteful neighbors, what should I say?

I live in east Texas, and we are having A SEVERE DROUGHT and WILDFIRES! My neighbor has been watering their dead dry grass from six this morning and it is now 10:45 and the water is still on and in the same spot as it was this morning, the have been doing it the last three weeks! They county said if we can't quit the water wasting that we will be on a severe water ration, which includes 2 minute showers and washing laundry and dishes one a week!! I don't mean to sound selfish, but I like my showers a little longer than 2 minutes! So, I need help writing a letter to put in their mailbox that is kind of smart ***-y can you please help me compose one?? Thank you!!
