Can i transfer from UCM to UCSB? and how long do i have to wait?

so i got amazing grades in high school but didn't get into UCSB, my dream school. I took AP's, IB's and even got ap credit. i don't know why i didn't get in. so im going to UC Merced, they offered me a lot of financial aid. I want to transfer to UCSB, UCLA, or UCSD asap. I am willing to do whatever it takes from getting a 4.0; yet again...to extra curriculars. is it possible to transfer within the UC system? how long will i have to wait on estimate? thanks.
