Why are they installing locking mailboxes at my condo?

i like the idea of locking mailboxes so no one can steal my porno. but the idea of locking the dumpster, im not so fond of for many reasons. if its cold or raining outside i dont want to have to fumble with a lock and key to toss my trash out then have to relock it. i also dont want to be touching a lock that everyone hauling trash has been touching. only God knows what kind of crap could be growing on that thing.
