What is the best way to make glow bottles for a party?

i'm making glow bottles for our beer pong table. the ones where you use highlighter water and a black light and all that. but it's not glowing for some reason. so is there a specific brand of highlighter i should use and a certain type of black light i should use? all i've done is cut open the highlighter poured it in the bottles and added water the rest of the way up and it doesnt glow. help?
