Illuminator/highlighter question..read below please?

i have slightly chubby cheeks, in other words i dont have any visible cheekbone so my question is, can i apply a liquid illuminator/highlighter to the cheekbone area? asking this cuz i had heard that highlighter shouldnt be applied in puffy areas..
