Can you use Feria all over permanent hair color as a highlighter?

My sis bought feria all over color in copper and she thought it was a highlighting kit. we can't return it since she ripped it all open. We are just wondering if we can use it as a highlighting kit and how would we? We'd like to "paint" it on.
